MAIN DUTIES AND RESPONSIBILITIES:

     1. Coordination, collaboration and communication on M&E issues with concerned parties:

  • Liaise closely with concerned GPE staff and concerned M&E staff working at both central and governorate and district levels;
  • Work as a focal point for any dialogue on topics related to the monitoring and evaluation of the programme as requested by development partners;
  • Coordinate with the assigned ORGANIZATION in Yemen concerning the implementation of the civil works component of the GPEU/ECW programme and integrate the completion reports of civil works, prepared by the contractors and no-objected by ASSIGNED ORGANIZATION in Yemen, in the GPE Programme reports

 

       2.  Planning, Monitoring and Feedback Programme Implementation:

  • Undertake site visits to monitor activities and cross check M&E reports coming from field and from sectors; Follow-up on indicators progress and report on Outcomes and Output indicators;
  • Establish and maintain a database on MoE statistics relevant for indicator reporting. 
  • Assist in gathering indicators as needed with relevant MoE and coordinators and review these with the GPEU Director;
  • Monitor effectively in all projects’ review workshops; Develop effective monitoring and evaluation tools for the GPE Programme, as required from time to time;
  • Assist the supervising missions through the provision of data on implementation and other data as required;
  • Conduct relevant training on M&E and/or its related area as appropriate and required

 

         Prepare programme Reports and Ensure Submission with documentation

  • Prepare regular reports (weekly, monthly, quarterly and bi-annually) as needed on planning and M&E issues in a timely manner and submit these reports for review to the GPEU/ECW Director in approved forms; Prepare both Arabic and English project progress reports (Annual and half- year) by using regular reports received from all implementing MoE agencies at central and governorates levels. The reports should contain narrative, tables and graphs with explanatory notes as needed;
  • Contribute to the mid-year review report of the GPE/ECW Programme and prepare completion reports, including arranging impact studies as required.

 

         3.  Support of GPEU/ECW in Evaluation and Assessment various of Programme Issues

  • Assist the internal auditor in the GPE/ECW Unit to ensure compliance with the requirements of transparency, supervision and accountability in the utilization of GPE/ECW Programme financial funds;
  • Assist and plan any internal or external evaluation and programme performance assessment in the field;

Take any additional responsibilities assigned to him/her by the GPEU/ECW Director.

Deliverables:

  1. Effective and efficient coordination, collaboration and communication on M&E issues are ensured with concerned people in order to achieve the Global Partnership for Education (GPE) Education Cannot Wait (ECW) objectives programme objectives.
  2. Effective M&E system is established for GPE programme, in line with Ministry of Education (MoE) long term programme, in order to monitor the relevant activities and to improve the programme where appropriate
  3. Timely Reporting to the Program Director of GPEU/ECW and Copy to technical office at the MoE with quality of GPE programme as and when appropriate is made to inform the assigned organization and other concerned parties of the achievements and challenges

Qualifications, Specialized experience and additional competencies:

Qualification’s requirement

A minimum of a Bachelor degree in education development, social research, business administration, management or related field

Master degree with experience in Education funds management

Other qualifications

Understanding of funds management and ability to effective work with the PMU Manager, the government official, and assigned organization.

Key Competencies

Ability for effective interaction and communication with management, staff as well as with local and international consultants and other international agencies with proactive attitude.

 

Computer literate and ability to use programs and software effectively

 

Have a good command of MS Office and specially (Word, Excel and PowerPoint) internet and other computer skills.

Familiarity with the government’s and GPE or donors programme management requirement is an asset

Year’s Experiences

At least 6 years of proven experience in working in the field of monitoring and evaluation and having some familiarity with the monitoring and evaluation schemes utilized in other projects-financed programmes.

Preferable 3 years or more of M&E in education programme with donors’ relationship

Geographical experience

  • Nationwide

Languages

Fluent in writing, reading and communicating in Arabic and English
